December 8, 2006
Minutes
- Call to Order
The meeting was called to order by Vice-Chair Talmadge Hager. It was reported that Barry Holstein was deployed and will be unable to attend until the end of his deployment service.
- Minutes of the October 13 Meeting
Ralph Sevy moved the minutes be approved as distributed. Motion seconded by Corky Harvey. Motion carried.
- College Reports
- President's Report
- Mine Safety Consortium Grant
President Harris provided an update on the status of the Mine Safety Consortium Grant. Activities include the development of a position vacancy for the Director, which will be a full-time position during the three year life of the grant. The program will be housed in the UKV Community Building.
- UKV Economic Development Committee
The UKV Economic Development Committee, 4-C, and the Charleston Area Alliance, along with the State Economic Development Office, will be hosting an Economic Development Summit in March. The goal is to identify and target one or two industries in an effort to bring business to the Montgomery area. Contact President Harris if you have any ideas concerning possible candidates.
- Printing Innovation Center
The construction bidding process has been finalized with work to get underway in December.
- Diesel Technology Building
The WVU Tech Cabinet has approved the use of the Commuter Parking Lot behind the Engineering Lab building for the construction of a garage for the Diesel Technology program. Additional monies will come from a HB 3009 grant. The projected completion date for the building is midterm Spring Semester.
- Community Service Project
The CTC will participate in a "Canstruction" competition sponsored by the American Institute of Architects (West Virginia). The project, to design and build a sculpture entirely from canned food, will be coordinated by faculty from the CADD and Building Construction departments. The food will be donated to Covenant House after a competition at the Civic Center on February 20. Photos of past national winners can be seen at www.canstruction.org
- Faculty/Staff Updates
- Courtney Kessler and Brenda DeBord have been hired as Admissions Counselors and will start in January.
- A search is underway to replace a Civil Engineering faculty member who resigned in November.
- Two faculty vacancies remain in Dental Hygiene and Electrical Engineering Technology. Searches will begin in the spring.
- Faculty Assembly passed a salary enhancement policy which will make full professors eligible for incremental increases based on years of service.
- WV Council approved LOCEA report without question.

There were no CTC items on the agenda. An update will be provided by T. Dover at the next meeting.

The Computer & Information Technology Board of Governor's Report was approved by the CTC Academic Affairs Committee.
- Programmatic Changes
- Action Item: Applied Process Technology
The Academic Affairs Committee voted to terminate the program due to no enrollment. Ralph Sevy moved the program be eliminated. Corky Harvey seconded. Motion passed.
- Action Item: Press Control Specialist
Academic Affairs Committee voted to approve the program with a review of the pattern sheet in January. Ralph Sevy moved the program be approved. Corky Harvey seconded. Motion passed.
- Integrated Strategic Plan Report (Agenda Attachment)
President Harris highlighted growth in full time equivalency numbers, external resources and number of skill sets available to students.

Board members are encouraged to remind legislators of the benefits and achievements of the community college system.
- Budget Update
Denise Kerby provided an update on current year revenues and expenses for Board members, indicating that additional FTE enrollment will assist fiscal stability but cautioned that expenses must be monitored.
- Board Items
- Master Plan Committee Update
Student input was solicited by survey between October and December. Meetings with departments continue concerning needs for space. A report will be presented upon completion of other data and drawings.
- Input/Questions from Board Members Question arose concerning WVU presidential search. President Harris reported the search is progressing as scheduled and that regional campuses have been included in discussions regarding the format of interviewing candidates.
