Institutional Board of Advisors Meeting
January 25, 2007 Minutes

I. Call to Order
The meeting was called to order at 9:05 am by Chair T. Dover.
II. Minutes of the December 8, 2006 Meeting
C. Harvey moved the minutes be approved as distributed. Motion seconded by A. Caldwell-Holt . Motion carried.
III. College Reports
a. President’s Report (Attachment)
i. President Harris commented on the following items from the Comparison of Performance Indicators handout:
· Enrollment of part-time students has increased as more non-traditional students are taking classes
· The decrease in the dual credit offerings by the CTC is due to the
implementation of the EDGE program which provides credit for
technical courses. Two admissions counselors have been hired to increase the number of EDGE students.
· Although the rates for graduation and job placement appear low, they are respectable figures for a Community & Technical College. Our graduation rates are among the highest in the state.
· The improved rate of success with students in developmental courses is due to added math lab, additional faculty, and tutoring efforts.
· Fall to Spring retention is up. There has been a 7% increase in headcount
ii. The Board of Governors report has been sent to Morgantown.
iii. The four-day campus schedule is now in place.
iv. Two Admissions Counselors have been hired. The Information Desk is operational.
v. The College Transition Program is underway. A 3 credit college orientation course is being offered to high school sophomores who are first-generation college students. The tuition is paid through a state grant.
vi. The dedication of the Publishing Innovation Center will be held in the late spring or early fall.
b. Engineering Technology Report (Attached)
IV. Report for WVU Board of Governors
T. Dover reported:
i. The Presidential Search process is progressing as planned. The committee is engaged with Mr. Funk, search consultant, in soliciting and receiving applications.
ii. The university is in excellent shape in terms of finances, enrollment and program growth due to President Hardesty’s leadership.
iii. The relationship with WVU Tech and the CTC @ WVU Tech is good with confidence in Presidents Bayless and Harris.
iv. The Dow Technical Park lease is in the hands of lawyers to hammer out the details. Some issues may not be resolved before summer.
v. The July 1, 2007 merger with WVU Tech is expected to proceed. The merging of the two foundations is progressing well and should be completed within the next few months.

ii. Academic Affairs Report
1. Action Item: Realignment of BS Engineering Technology Programs (Attachment)
The change has been requested at the recommendation of North Central Association of Colleges and Schools. Courses are taught by CTC faculty, but students are currently coded as 4-year, paying the higher tuition. Although the CTC loses revenue and numbers for headcount, the primary reason for the change is potential loss of TAC-ABET accreditation. WVU Tech Academic Affairs & Dean’s Council voted in favor of realignment. The status of scope for the realignment would be restricted to Engineering Technology. T. Hager moved to endorse the recommendation. C. Harvey seconded. Motion carried.
b. Administrative Affairs
i. Vice President for Business Affairs Report
President Harris reporting for Denise Kerby: Although there has been an increase in net assets, spending for the spring will be closely monitored.
ii. Tuition & Fee Discussion
A decision on tuition and fees rates must be made at the April Council meeting. A special IBOA phone conference meeting was scheduled for March 23. Board members will receive Proforma projections from President Harris prior to the meeting.
In a related fiscal item: The Oak Hill Center will be closed due to high operational costs and low student enrollment. The intention is to continue offering classes in the area using classroom space in public schools.
c. Legislative Update
President Harris reported:
The Governor’s State of the State Address included increased appropriations for Higher Education.
At this time there is no pending legislation concerning the Community & Technical College System.
Attempts are being made to establish line items for lab upgrades critical for continued TAC of ABET accreditation.
WVU Tech is expecting to receive $3.2 million for lab upgrades.
